A Fayetteville contractor was accused of fraud for not finishing the paid work

After receiving cash for building work he never provided, a man from Fayetteville is charged with breach of contract.

Pernell Junior Shoulars, 46, was charged after an investigation by the Criminal Investigations Division of the N.C. Department of Insurance with obtaining property under false pretenses and failing to finish labor after taking money.

The North Carolina Department of Insurance said that Shoulars, a contractor, allegedly charged $6,000 for concrete work that he later did not even start.

According to reports, the tragedy happened on January 19, 2024. After being arrested last Wednesday, Shoulars was freed on a $10,000 unsecured bond.

Insurance Commissioner Mike Causey cautioned property owners, citing the case as an example of contractor misbehavior.

According to Causey, property owners should never consent to work without first obtaining written information because there are dishonest contractors out there.
