Village of Monticello Police Respond To Animal Abuse Call
The Village of Monticello Police responded to a disturbance complaint regarding a unit in the Horizons unit Complex on Harmony Lane on Sunday, December 8, 2024, at approximately 12:00 a.m. According to the 911 report, a male was torturing a dog in a brutal manner.
A female resident of the Horizons Apartment Complex, which is located close to Broadway, greeted the officers upon their arrival and said, “He’s assaulting the dog.” A dog was heard whining in distress by the officers. When police arrived at the residence, they discovered a severely injured, bleeding dog on the floor and a 34-year-old man coming out of a bathroom.
Brooklyn Man Identified in Monticello Animal Abuse Felony
The individual who mistreated the animal in the apartment was found to be Rawle A. Reynolds of Brooklyn. He was taken into custody and accused with a felony under the New York State Agriculture and Markets Law: Aggravated Cruelty to an Animal. The following morning, Reynolds was arraigned in the Village of Monticello Justice Court, remanded without bond to the Sullivan County Jail, and detained for further proceedings.
At the time of his arrest, Reynolds was already on parole in New York until July 2029 for a prior felony conviction of second-degree robbery.
The injured dog was turned over to Animal Control Officer Joanne Gerow and is currently being treated by a veterinarian, according to the Village of Monticello Police Department. There is currently no additional information available about the animal.
