The Family First Economic Support Pilot, or FFESP available to certain citizens and is mostly funded through State Block Grant funding.

Block grant funding is an annual amount of money that is provided to a local government body or state by the federal government.

The purpose behind this is to provide funding towards specific programs and projects. These can refer to social welfare projects, job training, public health, and education. Block grants first became official in 1966.

What is the statewide benefit of a block grant?

The support for these grants is obtained from federal funds, but it is administered by the local or state governments. Most of the programs focus on social welfare. Local and state governments may impose further guidelines on the utilization of these funds. With this in mind, these funds may be distributed across more than one program. Although some of these block grant programs have fallen away, there are still some that exist.

Although there is great benefit to this initiative, there has also been just as much criticism about the matter. One of the points of concern raised is the fact that great flexibility exists by which this money can be spent. The argument thus stands firm that this can lead to a misuse of funds by local authorities. Money received from these types of grants cannot be tracked and audited similarly to normal funding.

The support system that is in place for these citizens

The Sacramento Family First Economic Support Pilot Program is a guaranteed income program. It is aimed at those parents or legal guardians who provide care for children aged 0-5 years. It is only applicable to certain zip codes within Sacramento County. These individuals also have to be under 200% of the federal poverty level. Candidates who will benefit from this program will be randomly selected.

Administration and facilitation of this program will be done by the United Way California Capital Region in conjunction with the DCFAS or Sacramento County Department of Child, Family, and Adult Services. Funding for this program was mostly obtained from the State Block Grant Funding, as well as some private funding. This program aims to provide a reliable form of additional income for eligible households.

Understanding the state of the eligibility criteria

The goal of this program is to improve family and child well-being as well as to decrease the potential of contact with or entry into the foster care system. To qualify for this program, candidates need to meet the eligibility criteria:

  • The applicant must be a legal guardian or parent of a child aged between 0-5 years. It is also important to remember that the child has to reside with this person for at least 50% of the time.
  • Individuals must reside within the zip codes 95838, 95828, 95825, 95823, 95821, and 95815.
  • The applicant must not participate in other privately or government-funded guaranteed income programs.
  • The income requirement is an annual household income of less than 200% of the federal poverty line. The income or wages of all household members (before tax) are calculated to obtain the Annual household income:

      • Income – $40,880
    • Household size – 3 people
      • Income – $51,640
    • Household size – 4 people
      • Income – $62,400
    • Household size – 5 people
      • Income – $73,160
    • Household size – 6 people
      • Income – $83,920
    • Household size – 7 people
      • Income – $94,680
    • Household size – 8 people
      • Income – $105,440
    • An additional amount of $10,760 per person is added to households with more than 8 people.

Although there is a monetary benefit to this program, the real focus is to address the well-being of the families and the children. The funding provided can be utilized by the beneficiaries to meet their daily needs. Various states have investigated similar programs since the COVID-19 pandemic, with Sacramento now also joining the ranks.

With the constant effects that inflation has on the livelihood of individuals, these programs aim to bring a measure of relief in these economically uncertain times.
