Napa man convicted of having pipe bombs again accused of possessing explosive materials

According to authorities, a guy from the North Bay who was incarcerated for carrying pipe bombs has been apprehended and charged once more for allegedly having the components necessary to create explosive devices.

Justin Chapman Fisher, 31, of Napa, was charged with possessing materials with intent to build an explosive or dangerous device, according to Napa County District Attorney Allison Haley. On January 10, Fisher was taken into custody by sheriff’s deputies at a residence on Coombs Street.

Fisher was previously arrested in 2019 for possession of cocaine, explosives, pipes, caps, fuses, and pipe bombs in American Canyon. He was found guilty the next year of possessing heroin, methamphetamine, and a machine gun, either in his possession or in transit.

The court at the time sentenced Fisher to four years in state prison after his 2020 conviction, despite the DA’s office requesting a six-year sentence.

Fisher is being held at the Napa County Jail on $1 million bail, according to the sheriff’s office. January 28 is the date of his upcoming court appearance.
