Venezuelan Man Arrested for Black Tar Heroin Distribution in NJ Drug Bust

Federal complaint alleges Reinaldo Rafael Belisario Mendoza attempted to sell over two kilograms of heroin during a vehicle-based transaction in Newark

NEW JERSEY –

A Venezuelan national has been charged with possession of black tar heroin with intent to distribute following a federal investigation in New Jersey, according to an announcement made by U.S. Attorney Alina Habba on May 29, 2025.

Reinaldo Rafael Belisario Mendoza, 29, of Venezuela, was arrested after allegedly attempting to sell over two kilograms of heroin during a meeting with a prospective buyer. The substance was reportedly stored in the trunk of his vehicle, which he drove to the meeting accompanied by an adult and two minor family members.

The criminal complaint was filed in Newark federal court, and Mendoza made his initial appearance before U.S. Magistrate Judge James B. Clark, III, who ordered him detained pending further proceedings.

According to court filings and statements made during the hearing, law enforcement authorities began investigating Mendoza in May 2025 based on intelligence indicating his involvement in narcotics trafficking within the state. On May 28, 2025, agents observed Mendoza in the act of coordinating the heroin sale.

The charge of possession with intent to distribute heroin carries significant penalties under federal law. If convicted, Mendoza faces a mandatory minimum sentence of 10 years in prison, a maximum sentence of life imprisonment, and a fine of up to $10 million.

The investigation leading to Mendoza’s arrest was conducted by special agents of the Drug Enforcement Administration (DEA) New York Division, under the direction of Special Agent in Charge Frank Tarentino.

Assistant U.S. Attorney Jessica R. Ecker, of the Criminal Division in Newark, is prosecuting the case on behalf of the government.

Authorities emphasized that the charges are currently allegations, and Mendoza is presumed innocent until proven guilty in a court of law.
